Faculty Positions Overview

Faculty positions are defined in the University Statutes:

ARTICLE IX. ACADEMIC AND ADMINISTRATIVE STAFFS

Section 3. Appointments, Ranks, and Promotions of the Academic and Administrative Staff

a. All appointments, reappointments, and promotions of the academic staff, as defined in Article IX, Section 4a (see below), shall be made by the Board of Trustees on the
recommendation of the chancellor concerned and the president...

b. Appointments shall be made solely on the basis of the special fitness of the individual for the work demanded in the position.

c. The following ranks, and only these ranks, of the academic staff as defined in Article IX, Section 4a (see below), are subject to the provisions of Article X, Section 1 (tenure of
academic staff): professor, associate professor, and assistant professor. Modifying terms such as "research," "adjunct," "clinical," and "visiting" may be used in conjunction with these academic ranks (e.g., "research professor," "adjunct assistant professor," "clinical associate professor," "visiting professor"); but no appointment for an indefinite term may be made in which a modifying term is used in the academic rank. Furthermore, an appointment in which a modifier is used in the title will not count toward completion of the probationary
period, as provided in Article X, Section 1,……

Other academic ranks recognized within the academic staff are: (1) lecturer; (2) instructor; (3) teaching associate, research associate, and clinical associate; (4) teaching assistant,
research assistant, and clinical assistant.

Appropriate academic rank, with the rights and privileges pertaining thereto, may be accorded members of the administrative staff. …….

Section 4. Principles Governing Employment of Academic and Administrative Staffs

The following principles shall govern the employment of the academic and administrative staffs of the University.

a. The academic staff which conducts the educational program shall consist of the teaching, research, scientific, counseling, and extension staffs; deans and directors of colleges, schools, institutes, and similar campus units; editors, librarians, and such other members of the staff as are designated by the president and the chancellors.

b. The members of the academic and administrative staffs shall be employed and salaries fixed by the Board of Trustees, except that members of the academic staff below the rank of assistant professor may be employed by the president of the University who shall report such appointments to the board.

c. Minimum salaries for the various ranks shall be determined by the Board of Trustees. The minimum for eleven months' service shall be approximately two-ninths greater than the minimum for the academic year.

d. The terms of employment for all members of the academic and administrative staffs shall be stated explicitly in the contract of employment.

e. The academic year shall consist of that period of the year so determined by the appropriate senate and approved by the appropriate chancellor, the president, and the Board of Trustees.

The term faculty should formally be used for only those in tenured or tenure-track positions, i.e., assistant, associate and full professors. Instructors, lecturers, visiting staff
are part of the group of employees called "other academic staff."
Informally, many people include instructors, lecturers and others as
faculty.

Steps to Establish a Faculty Position

Approval from Dean for Funding

Approval of campus OEOA to initiate search or search waiver (Faculty positions being filled on a visiting or adjunct basis, where the position is clearly defined and not linked to tenure,
in the ranks of Professor, Associate Professor, Assistant Professor, Instructor, Lecturer, or Associate are exempt from the search requirement. See http://www.eoa.uiuc.edu/)

College policy is that salary from a vacated line reverts to the College; if approved, position is filled on a visiting basis for a year, then a search is conducted, see FAA Academic

Faculty Appointments

Faculty appointments are generally 9-month (August 16-May 15), paid over 12 months; insurance benefits are provided over the summer. A summer appointment is usually 2 months; it is possible to appointment faculty to 3-month summer appointments, but need approval of Provost's office. Visiting appointments may be held for only three years; this limitation is in place to prevent the use of this modifier to avoid search requirements.

Faculty or Other Academic Staff with AP title

When a 0% faculty or other academic staff
appointment (lecturer, instructor, teaching associate) is proposed for a full-time academic professional employee, he/she must have credentials commensurate with faculty or other academic staff title; "title inflation" shouldn't use inflated title just to attract someone; the title used should be commensurate with responsibilities-e.g., if someone will only be teaching, then the instructor title would be appropriate; however, if they are doing research and teaching and advising students, a faculty title may be appropriate. Tuition waiver and fee exemption for employee; 50% waiver of tuition for children after seven years of service

No vacation earned if on 9 or 10 month appointment.

Sick leave-each year-12 workdays, cumulative if not used, plus 13 additional, noncumulative days are available.

Family and Medical Leave-eligible for up to 12 weeks of unpaid family and medical leave.

Parental Leave-paid leave of up to two weeks per academic year immediately following the birth or adoption of a child.

All units are required to provide annual performance evaluations of faculty. The purpose of the evaluation is to assess the employee's effectiveness during the previous year and
expectations regarding performance and professional growth in the coming year.

Salary increases-salary program determined by the campus; usually must justify 0% or more than 10%.

Discipline/Grievance

Any faculty member may take an employment grievance to the Faculty Advisory Committee. A potential grievant may approach any member of the committee for informal advice and
consultation. The committee may not take action, however, until the grievance has been presented in writing to a member of the committee. Campus encourages informal resolution. Unit could develop grievance process. There is a campus process for grievance based on harassment or
discrimination.

Retirement Agreements

Retirement Agreements are a kind of severance agreement and are not to be used as a reward for service. There is no obligation for the University to enter into an agreement with anyone.
The policy in the Campus Administrative Manual outlines the general conditions. The campus provides additional guidelines to the College office for parameters that can be used when negotiating.

Personnel documents may be inspected if they are, have been, or are intended to be used in determining an employee's qualifications for employment, promotion, transfer, additional
compensation, discharge, or other disciplinary action, except as noted below. An employee is entitled to make at least two inspection requests in a calendar year.

Disallowed Material

Employees do not have a right to inspect the following documents: letters of reference, both internal and external, for the employee; external peer review documents; test documents (the
employee, however, may see test scores); information in their files constituting an invasion of other persons' privacy; records pertaining to a criminal investigation of an employee or employees (unless and until adverse personnel action is taken based on those records);
records related to a pending claim between the employer and employee that may be obtained through that judicial proceeding; and materials used for management planning. "Management planning" materials include those used in matters relating to the comments or ratings necessary for University, campus, or department planning, where the materials relate
to or affect more than one employee. Of course, this exception does not apply if such materials are, have been, or are intended to be used in determining an individual employee's qualifications for employment, promotion, transfer, additional compensation, or in determining an individual employee's discharge or discipline, as provided above.
