Video Surveillance Guidelines

Statement of Purpose

The safety and security of people and property is important to the College of Fine and Applied Arts (FAA). The intent of this policy is to enhance the safety and security of FAA students, faculty, staff and property while protecting intellectual/creative property rights.

Scope

This policy applies to all buildings and facilities within the jurisdiction of FAA.

General Principles and Procedures

There may be instances in which it is sometimes necessary to install video devices in buildings to heighten security: for example, when students, faculty, and staff work in studios and labs at various times of the day and night, and it is felt that video surveillance will enhance the safety
of personnel and the security of important equipment.

However, when video devices are installed the following procedures will apply.

  • Individualdepartments or facilities will develop a statement to keep on file which outlines the justification for the installation. The statement must also include the location of the surveillance device(s), location of secure storage of video content, retention schedule, and who will maintain the system
  • Audio recording will not be authorized, unless specifically approved by University legal counsel.
  • The statement will be forwarded to the Dean's Office for review and approval before implementation.
  • Thestatement must be approved through the normal channels to the Dean's Office. If approved, a copy of the storage location, access control procedures,and contact person(s) will be provided to the CITES Security Office and the University Police.
  • Signs will be posted near the entrance to the facilities where video surveillance occurs. Wording of the signs will read, “This facility is
    subject to video recording.”
  • Surveillance equipment will be configured and secured to prevent tampering and unauthorized viewing.
  • Video surveillance records are defined as electronic records in accordance with the campus Acceptable Use Policy. Consequently access to them is handled according to the procedure defined in Section 6 of the Policy on Appropriate Use of Computers. http://www.fs.uiuc.edu/cam/CAM/viii/viii-1.1.html
